ITANAGAR, Nov 24: The State Bharatiya Janata Party, which has been mounting pressure on the ruling Congress Government in the state to resign for allegedly being reduced to minority govt., has urged the Raj Bhawan to either advance the session of the state legislative assembly or summon a special session to clear air on the current political situation.
The party observed that there may be some hidden political agenda of the ruling government behind the long political stalemate in Arunachal Pradesh. It urged the Governor to act swiftly to end the long political stalemate by summoning the session of the assembly without any further delay, stated a state BJP release.

Govt may seek NERIST, NIT expertise
ITANAGAR, Nov 24: Government of Arunachal is reported to be exploring the possibilities of using expert from NERIST and NIT, premier engineering institutes in the state to monitor the road projects, so that quality is not compromised. The plan is to start the monitoring project in the Capital Complex and take it to the rest of the state, said senior government official.
The decision was prompted by report of poor quality work in the ongoing construction of CC road and widening of national highway, which the government has taken seriously.
While talking to this daily, the official informed that they have received complaint from several quarters and matter has been raised with PWD officials.
“PWD has assured that quality work will be done. In coming days, we should expect more strict supervision of both CC road and national highway widening project,” informed the govt. official.
He also added that government will take strict action against both engineers and contractors if they are found to compromise with the quality.

PFMS training for block officials under NHM
ITANAGAR, Nov 24: State NHM, Mission Director, P.N. Thungon has asked the trainees to upgrade their skills in accounts maintenance and keep themselves abreast of the latest technology in financial accounting to ensure efficient utilization of funds and transparent recording and reporting system under National Health Mission (NHM).
He was addressing at the training programme on Public Financial Management System (PFMS) organised by the Arunachal Pradesh State Health Society for Block Accounts Manager under National Health Mission (NHM) from Nov 16 to 23 at the Mission Directorate, Naharlagun.
Thungon pointed out that financial management policy of the Govt. under NHM is regularly updated to ensure higher level of transparency and accountability in fund management, adding that accounts officials need to keep pace with the advancement in the accounting technology of the modern world.

ITANAGAR, Nov 24: A team of officials of Legal Metrology and Consumer Affairs department, Basar conducted checking in various shops and business establishments at New Market and surrounding areas and booked several traders and shopkeepers for violation of provisions under Legal Metrology Acts and Rules.
During inspection, the team found the traders selling packaged commodities beyond maximum retail price printed on the label. Some of the traders were also found transacting business by using unverified weights and measures. A total of 12 irregularities were detected during the checking drive and all the cases were booked under the provision of the law, informed Gorik Dirchi, Controller, Department of Legal Metrology and Consumer Affairs, Naharlagun.
The Department appealed to all consumers of the area to keep vigil on unscrupulous trade practices and requested the citizens to come forward with their grievances either to the nearest office of Legal Metrology & Consumer Affairs department, or lodge complaints before nearest District Forum.

SP emphasises on community policing
PASIGHAT, Nov 24: East Siang Superintendent of Police, R.S. Chauhan stressed for community policing and community participation of the police officers in the handling of affairs. He was speaking at a consultative meeting on Monday with the police officers to take stock of the present law and order situation of the district.

APSCW condemns rape
ITANAGAR, Nov 24: The Arunachal Pradesh State Commission for Women (APSCW), Itanagar has vehemently condemned the rape of a 17 years old minor girl by IRBN personnel at Naharlagun.

Stop road widening, demands AYO
ITANAGAR, Nov 24: The Arunachal Youth Organization (AYO) has demanded for immediate stopping of the ongoing road widening work from Banderdewa to Itanagar saying that it is wastage of fund as the project of four lane highway has already been sanctioned for the portion.
In its representation to the chief secretary, while also saying that the work done is not upto the mark, it claimed that the PWD has not obtained NOC from BSNL and PHED for carrying out the work.

Cargo helicopters to replace PDS

ITANAGAR, Nov 24: The existing head load system of distribution of food grains under PDS items will be replaced with cargo helicopter lifting with immediate effect. The state govt will not accept any proposal for extension of head load carriage contract.
This was informed by the Principal Secretary Finance Satya Gopal during a video conferencing with all the Deputy Commissioners and District Food & Civil Supplies Officers.
He asked Deputy Commissioners to give necessary inputs on creation of civil supplies corporation. He said that computerization of TPDS is must under NFSA.
The conferencing was held by the Chief Secretary Ramesh Negi with regard to overhauling of the activities of Food & Civil Supplies department on the line of high level meeting held on Nov 10, chaired Chief Minister Nabam Tuki and decision taken thereof in view of the implementation of National Food Security Act (NFSA).
All the existing old godowns located in the interior administrative headquarters where dropping of ration items by air sorties will be carried out are required to be either upgraded or new construction be taken up. Godowns should have sufficient space for stocking of six month’s food grains requirement of the people living in that particular administrative circles. DCs are to verify all godowns located in the interior administrative headquarters by their administrative officers and submit proposal for upgradation or new construction through BADP and other schemes. He also asked the DCs to ensure early submission of RE budget.
The key issues discussed were preparedness for implementation of the important Act and latest communication received from the ministry of Food, Public Distribution and Consumer Affairs, Govt of India.
In his address, Negi stressed on the need for sensitizations of provision of the NFSA through local bodies like Panchayati Raj, Municipal councils, Gaon Buras, Women SHG etc. The DCs have been asked to revisit AAY and priority household beneficiaries and directed them to minimize the gap especially short selection of the beneficiaries. To maintain transparency in the distribution of food grains, the monitoring and vigilance committees at various level and the Local Panchayat/Municipal members be properly activated, he suggested.
For the convenience of aggrieved beneficiaries, complaint box should be installed in the offices of the SDO/EAC/Circle headquarters as well as in the DGROs in the district headquarters. The DCs should ensure that Aadhaar seeding of the digitized beneficiaries by engaging the officials of the nodal department and the department of Food & Civil Supplies on priority basis, the CS added.
Secretary Food & Civil Supplies Gamli Padu informed that the decision has been taken to designate Arunachal Pradesh Commission for Women to function as State Food Commission in the initial stage.
He asked the district authorities to evolve mechanism to ensure proper supply and distribution of TPDS items be put in place. The consignment wise Dispatch Challans may be based for the purpose by demanding Dispatch Challan dully receipted by the FPS and countersigned by the members of the vigilance committees and Local Panchayat/Municipal Members and the Local Administrative Officers.
This should be properly compiled and recorded in the district office and use as reference for submission of periodical reports and for preparation of transport bills. He also informed that all ADCs/SDO (Sadar) have been designated as DGROs and the DFCSOs designated as Nodal Officer under NFSA provisions.

Ministers, MPs concern over delay in North East projects
NEW DELHI, Nov 24: Union Ministers and MPs cutting across party lines on Tuesday expressed concern over the delay in completion of various development projects in the Northeast and asked the state governments to ensure their speedy completion.
At the 3rd meeting of the Consultative Committee for the DoNER Ministry held here, Union Minister Jitendra Singh said state governments have a tendency to seek funds for new projects while the ongoing projects remained pending for long. Secretary, DoNER, Naveen Verma informed the members that the backlog of projects now ran into more than Rs 2,000 crore.

PWD delay in bridge, culvert work irks citizens

ITANAGAR, Nov 24: The inordinate delay in completion of the bridge at Papu Nallah near petrol pump and a culvert nearby Niba Hospital by PWD is causing untold misery to the motorists. The bridge and culvert were severely damaged during the monsoon season. At present two small Bailey bridges have been put up near petrol pump to cater to the needs of motorists.
However, even the conditions of Bailey bridge are precarious and motorists fear that it might collapse anytime.

“After lengthy delay, PWD has constructed one side of the culvert. But they are yet to construct the other one. The cool winter evening breeze is calming after bout of humid summer which was followed by heavy rains and destruction. New paddy has already arrived and so has oranges adding to the riot of colours in the vegetable markets in the warmer parts of the state. But one can’t stop long to admire the many colours of winter. Like many things in life, soon one realises that even the warmth of soothing winter sun comes at a cost because of our own doing. Gusts of dust afflict you and bring you back to reality, in case of twin Capital towns. Forever a dusty and bad construction site, this winter too, citizens are confronted by dust because of road works. PWD and its contractors only know whether it’s worth it for the citizens to bear the dusts hoping for good roads that will last a season, at least. Even an average technologically challenged person can gauge that quality of work is being compromised, even though it is pet project of govt, beleaguered it may be. But we will bear it hoping for roads worth calling road. That’s typical of us Arunachalees, hoping against hope while we annoy each other with arguments how everything should be.
Winter also is time for picnics. Every village will have a picnic by the river, taking a well deserved break from hard agricultural work. As one move to the towns, the excuse to have a picnic gets bigger, ranging from clan to tribe picnics.
Perhaps some sulk and wonder why we would want to go to a picnic inviting just the clan members when we are worried about inclusive pan Arunachal!
It’s not only time for good occasions as winter also is the time, when maximum motor vehicular as well as fire accidents will happen. The comforting winter sun makes us forget the bad roads, as speeding drivers and bikers compete with each other, feeling invincible. But then our reality is that roads are bad and we don’t have emergency medical facilities to deal with accidents.
Fire that comforts us in winter also is a cause of worry, with our houses built so compact. Most places, including towns do not have access to fire tenders. We are very much left on our archaic practices to douse the fire. Ziro, Pasighat, Aalo and Daporijo are few towns that face major fire accidents every year. Perhaps, time has come for protective mechanism.
In capital region, even though it has access to few fire tenders, in an event of fire accidents, it gets worse as the roads are congested; our own doing and yet again, our feeling of being invincible. We have built houses in every available inch of land. It’s difficult to figure out where the road ends and houses begin. But then the elements like earth, fire and water have minds of their own, way smarter and destructive than us.
May this winter be better for all of us, minus the dusts, bad road and fire accidents as we celebrate the season with picnics and gorge on fresh oranges from the organic orchards, sitting in sun.
As we talk about comfort of winter sun, there is hope that no one sleeps in the biting cold without a warm cover. Arunachal winter does not last long but let our hope last longer.
Tuki showers Daprorijo with promises
DAPORIJO, Nov 24: To highlight the programmes and achievement of the state, a Vikas Rally with theme 'Arunachal Pradesh towards Progress' was organized by the state government here today.
Addressing huge gathering Chief Minister Nabam Tuki divulged in length on the people centric plans, policies and programmes initiated by his government.
“Our initiatives on social security, economic sustainability and smart governance is being recognised and appreciated by world leaders and many states have approached us for emulating our model” said the Chief Minister.
While exhorting the people to be active partners to development, Chief Minister appealed the citizens to closely monitor each and every developmental works with effective monitoring.
“It is our government and therefore it is our responsibility to ensure that the development fruit is reached to the targeted section” Tuki emphatically said. He asked the local denizens to file complaints if they find or see any substandard work is undertaken or they haven’t received the benefits meant for them through social security schemes initiated by the state government. While responding to series of memorandums submitted by various organisations and local people, Chief Minister assured to establish district session court at Daporijo. Presently all the criminal cases are being trailed at Tezu session court. Tuki also agreed to place Upper Subansiri district under the western zone sessions division under District and sessions court, Yupia.

While, strongly condemning another recent statement made by MLA Tamiyo Taga alleging the involvement of Speaker Nabam Rebia in the Tarasso firing incident, ANSU president Byabang Joram termed his allegations as baseless and demanded his apology. The issue concerns the state’s security, hence, no one should come up with such baseless allegations which may harm the peace and security of the two states, Joram said adding that the MLA should be held responsible if any untoward incident takes place as repercussion following his unfounded statement.

ITANAGAR, Nov 24: Encroachment of Government lands and quarters are not a new thing in Arunachal Pradesh but selling of government quarter/land illegally by the occupant in East Kameng district has come as a surprise to even the hardened encroachers.
As per complaint lodged with the Chief Secretary by International Human Rights Association
(IHRA), one Kashok Solung, who was serving as Range Forest Officer (RFO) at Chayang
Tajo allegedly sold a Type-
But, the entire episode became more controversial with contradictory statements given by both the parties and involvement of a ‘third party’.
As per statement given by Solung, the buyer Taku had agreed to pay him Rs.2 lakh only as the cost of the SPT house which the seller (Solung) built in his government quarter premises with prior permission from then DFO, stated a letter submitted to the Chief Conservator of Forest (CCF) by the present Divisional Forest Officer of Seppa Forest Range, a copy of which was made available to this daily by the IHRA. Solung, however, did not provide any paper obtaining permission from then DFO, the DFO’s letter claimed.
In contradiction to Solung’s statement, buyer Taku, in his statement claimed that he paid the said amount of Rs.2 lakh in the name of one Wari Gyadi and he was simply a witness, the DFO’s letter to CCF said.
On the other hand, Wari Gyadi claimed to have paid Rs.20 lakh to K Solung as the
cost of a plot of land near the forest quarter at Forest Colony Type-
According to the DFO, the claim of K Solung seemed untrue as the money receipt which bears his signature and written statement of AS Taku and Wari Gyadi clearly mentioned that the said amount has been paid to him for the plot of land near his allotted govt quarter at Forest Colony, Seppa.
Meanwhile, IHRA has sought the intervention of the Chief Secretary to take stern action against K Solung and order for a thorough inquiry into whole episode to ascertain the truth.
Governor confers Mahabir Lachit Award to environmentalist Jadob Payeng
ITANAGAR, Nov 24: Governor of Arunachal Pradesh JP Rajkhowa conferred Mahabir Lachit Award 2015, instituted by Tai Ahom Yuva Parishad, Assam to renowned Environmentalist of Assam Jadob Payeng on the occasion of Mahabir Lachit Divas, at Guwahati today.
The Governor congratulated Payeng for his dedicated endeavour of more than three decades long mission to save the forest cover. He said that Payeng’s forest stands tall, defying the annual cycle of floods and constant erosion caused by the mighty Brahmaputra. People of Assam and North Eastern Region are proud of him and draw inspiration from his Mission.
The Governor said that Payeng’s effort will go a long way in addressing global warming.
Speaking on the historical day in Assam’s history, the Governor recalled the bravery and leadership of Lachit Borphukhan and said that because of his courage, valour and military skills, he defeated the Mughal aggressors. The Governor urged upon the youth to draw inspiration from one of the greatest warriors and Generals of North Eastern Region.
The Governor also commended the Tai Ahom Yuba Parishad for organising the Mahabir Lachit Divas for the third consecutive years.

60 percent youth would not choose Agriculture
PASIGHAT, Nov 24: In a recent participatory rural appraisal programme, it was found
that most of the village youths prefer government job and other business than agriculture.
Only a sizeable number of rural youth prefers allied agriculture as their occupation
like fisheries, piggery, diary, poultry and goat farming. The researchers in their

Demand for separate ICDS project under PMC area figures in meeting
PASIGHAT, Nov 24: The Pasighat Municipality has expressed the need for a separate Urban ICDS project at Pasighat Municipality Area. The demand for the separate ICDS project prominently figured in the Block Level Monitoring & Review Committee (BLMRC) meeting of Pasighat Municipality Area for ICDS Scheme held today at Solung Ground, Pasighat.
The meeting assessed and reviewed the services and activities being carried out in Anganwadi Centres running in various locations under Pasighat Municipality area. Presiding over the meeting, PMC Dy. Chief Councillor, Kaling Darang appealed the ICDS functionaries for better delivery of services under the scheme to the targeted beneficiaries. He advised and encouraged the AWWs to work with an open heart and on a missionary mode.
Earlier, the CDPO Pasighat, O Panyang detailed the various activities undertaken by the Women & Child Development department, role and responsibilities of Supervisors, Gramsevikas and Anganwadi Workers. He also outlined about the convergence of services with the linked department like Education, Medical, PHED etc. Medical Supdtt. Dr. YR Darang advised the AWWs to cooperate with the ASHA for health care of children and women in the Anganwadi Centres. She suggested for identification of disabled children in the AWC who may be referred for further medical aids and other facilities.
The reports of Anganwadi Level Monitoring & Review Committee (ALMRC) presented by respective AWWs were discussed and relevant issues would be placed in the District Level Monitoring & Review Committee (DLMRC) meeting. Sumo falls into deep gorge, 3 dead, 10 injured
AALO, Nov. 24: In a fatal motor vehicle accident, a Yomcha bound Tata Sumo carrying 13 people, including the driver; fell into a deep gorge at Kalamati in between Tabasora and Yomcha leaving three dead and 10 injured grievously on Monday.
The driver of the vehicle succumbed to his injuries in the wee hours today at General Hospital here taking the death toll to three.
The survivor among the passengers is a courageous kid who screamed for help.
The situation could have gone worse but timely humanitarian interventions at all level in terms of immediate rescue operation, uploads of information on social networking sites did wonders to save many precious lives.

Debate on intolerance goes on
After Shahrukh Khan, another Bollywood superstar Aamir Khan has landed himself in controversy for airing his opinion on intolerance debate. At an award function in Mumbai last evening, actor joined the number of artists and writers protesting against rising intolerance in the country, saying that there is a sense of insecurity in the country. He also told that his wife had contemplated to leave the country. The statement has generated heated political debate. Today political row erupted between BJP and Congress over his remarks. While BJP has criticized the actor's comments, Congress has extended its support.
Khan also received severe criticism including abuse in twitter and Facebook. Veteran
actor Anupam Kher who is the husband of the BJP MP Kiron Kher led the fire fight
against him. Though, Aamir went too far by talking about leaving country but it is

Time to tame the demons in us
Dear Editor,
Bihar elections are over and the results are out. Many, among the political pundits were embarrassed to see the results going against their predictions. However, this time, many, among the political observers and at least some in the media became hysteric as they had enough to smile broadly and laugh wildly as the outcome of the elections went the way they wanted. After all, the much eulogized Modi Wave is fading away, they declared. There is a sigh of great relief on their face. According to them, his much publicized 56 inch chest has sunk into a mere delicate skeleton and ultimately he is down and dejected. Bihar elections had actually blown a bit of oxygen into the ailing Congress's lungs. Rahul Gandhi began to feel that he might do wonders in the coming assembly elections in different states. Confidence is good and he might take a little leap from where he is at present. But Modi is always a big embarrassment to Congress and other opposition parties. Modi lost the battle in India but won a diplomatic battle in the G20. The world leaders began to keenly listen to the Indian Prime Minister. Observers say this was not the situation in the past. The analysis is that Modi brought India to the world stage with a different design which is passionately fashionable. He made the world believe that the country is a place where they can do business with the greatest of ease. He still has more than three years to articulate his plans. Therefore, it is too early to predict the possible fading away of the Modi Wave. Whenever Modi goes on tour, it's a happy job done for the opposition to pass judgment on him. They find ridiculous reasons against his foreign trips. It is good and what else they will do. Modi's speeches are viral in the social networking sites. The popularity that he manages to get outside the country embarrasses some but comforts millions in India and abroad alike.
India is an ancient nation but modern in several ways and free compared to many other
countries. But something seriously wrong is smelt in it. We, the largest democracy,
the oldest surviving civilization, the country of cultural versatility and the country
that upholds its constitutional values with utmost priority, is falling behind and
panting in real time situations, without being able to discriminate good and bad.
A nation, despite its being a land of cultural variety, where the greatest human
values were practiced in to their deepest meanings, has now become a country which
exists only to stage-
Petty issues and political feuds must end. The country must be the priority for everyone. Let religion, politics and other things be second. To set this thought right, we must first tame the demons in us.

Through your esteemed daily, I would like to share my deep concern over the ongoing
musical competition "Arunachal Idol-
I follow the programme every week in television and happy to see young talented singers of our state. Though they are not trained, they are born talented. Even the programmes is being shown very professionally.
But the unlimited voting from a single SIM is unfair means.
Indirectly or directly financially sound contestants will take the trophy because every one wants their child to be win.
In the last episode, both my favourite contestants got eliminated only because of lack of votes. It doesn't mean rests are not good but some of they may also belong to poor family.
Therefore, I earnestly request the organisers to keep single SIM, single vote in next season so that a deserving would win.
